Observations

1 – There are a series of recommendations of some clerks from abroad that require the legalization of Romanian documents to be performed necessarily through the embassy or consulate of the respective country in Romania. These clerks are usually less informed and do not know the fact that Romania has already joined the Hague Convention and that procedures of legalization of documents through embassies and consulates have been abolished; once a document bears the Hague Apostille, the embassies and consulates have no right to produce a supplementary certification of the apostille; the offices where these kind of clerks are to be found are often situated in areas with a smaller number of Romanians, most of the times in smaller cities or in the countryside, in places where they never dealt before with authenticated documents of Romanian citizens.
    A part of Romanian citizens that were not aware of the facts mentioned above, have requested, as a result of the erroneous information received, that their documents be applied, in addition to the apostille of the Hague Convention, a supplementary recognition from the embassy. As an example, that “visa” from the Italian consulate will be in fact a certificate that contains a phrase through which it is certified the fact that Romania is a member of the Hague Convention starting with 15.03.2001 and that, as a consequence, for the documents that bear the apostille, there is no need for an authentication through the Embassy.

2 – The persons that wish to perform a reunification of their family in Italy through the Consulate from Romania or the ones that wish to change their citizenship, will need, in addition to the apostille on the original documents, their legalized translations with an apostille and a photocopy of the original document, authenticated by the notary public.
